Will my photo be exactly 20 KB?
It will be just under 20 KB (counted as 20000 bytes, so it also passes portals that count 1 KB as 1024 bytes). The tool keeps the highest quality that fits.
What if the photo still looks too blurry?
Crop away the background first so the face or signature fills more of the picture, then compress again. Very large limits like 20 KB rarely need the dimensions changed.
Do I need to change the format?
Forms usually want JPG/JPEG, which this page produces by default. PNG cannot be compressed by quality, only by size.
